Hi,
We are trying to integrate these two and I am going thru a few documents. Is CUCM Session Management Edition necessary to achieve this ?

No. CUCM-SME is used to address dial-plan management in large, multi-cluster environments. It should not be required to achieve TDM or SIP integration with another PBX.

John is correct, you do not really need CUCM-SME here.
Here is the link to Cisco Interoprability Portal, which I think will help you see what all OEM with release has already been tested with Cisco CUCM.
Broadly speaking there are two ways of integrating CUCM with Alcatel:
1. Using E1 QSIG, for that you will need a router with VWIC card.

2. Using SIP trunk to other from Cisco and SIP trunk from other OEM to Cisco.

Make sure that the Alcatel PBX has IP card and licenses to create SIP trunk to Cisco CUCM. Without License the Alcatel would not let you create a trunk.
