Cisco ATA 190 Phone Adapter Configuration Utility

I am trying to resolve an issue with a third party analog phone connected to an ATA 190. When the called party hangs up the calling party device ( the smart phone model 2100-956SS) is not receiving the disconnect signal from the ATA. I hear a reorder tone for about a minute before it disconnects the call. According to the vendor their device is looking for an "open loop disconnect" CPC disconnect. When I access the ATA Phone Adapter Configuration Utility and log on as Admin it doesn't allow me to change the settings to the Control Timer Values > CPC delay nor the CPC duration settings. I have researched the issue which directed me to these settings. (See screen shots attached below) I had started another discussion regarding this issue which pointed to setting the "Mute Progress Tone" to off. That did not resolve the issue. Any advise will be appreciated.
