Cisco ATA-192MPP SSH second login prompt?

I am testing an ATA-192MPP on firmware 11-1-0MPP0401-002 . I've found the SSH function which I have been hoping for at least 5-7 years. I am able to login via SSH but once I get in I receive a second set of login/password prompts that I can actually skip by hitting enter or typing ?.. is this a bug or is the second set or prompts meant for Cisco to login as "root" or otherwise?

When I get the DEBUG> prompt, I'm logged in...but then get a password prompt I can skip...after that it replies with the output of my "?" command.

Example

Router#ssh admin@10.1.81.146
Password:[PASSWORDHERE]
login: [PRESS ENTER TO SKIP]
DEBUG>?
Password:? [ENTER OR ? TO SKIP]
