Hello guys,
I have a question for you:
After configuring a Cisco CallManager Express with Cisco Unity Express, inbound calls from the PSTN SIP trunk receive a ring tone for 20 seconds and then a busy signal instead of voicemail. Which configuration fixes this problem?

Hello guys,
it seems work add on configuration the following commands:
voice service voip
no supplementary-servicy sip moved-temporarily
I dont have the possibility to try it personally because i dont have a remote access but customer told me its ok !

What if you call from internal extension, does that forward to VM ?

I would say it is most likely a configuration problem sending to the unity express module. We would need to see your configuration from the router and unity express module to take a look. Perhaps a debug ccsip messages when the call is made as well.
