Is anyone experiencing issue w/ video calls between cisco 8865 phones? Calls are one way video only. The caller receives video but not the other way around. This is only happening between Cisco 8865 phones. If i make a call from the cisco phone to polycom video phone, there's two way video.

There is no known video issue between Cisco MPP devices. We would need a PRT or Packet capture to understand what's going wrong. You can contact support to ensure this is looked upon.
Further testing shows that if both parties put the call on hold and resume the call, there's two way video. Can i send you the capture/ prt file via email?
Contacting support would be the right way to make sure the logs are analysed and any issue gets worked upon.
Meanwhile you can try changing these parameters and see if it helps (On device webpage - Voice->Ext->Video Configuration):
