Users or common area / workspaces are licensed under Flex, not individual IP Phones directly. The specifics vary by licensing model (e.g. employee count vs. named user) and calling platform (CUCM vs. Webex Calling multi-tenant). Generally speaking, users are entitlement to have multiple phones if needed while common area is one device each; the employee count licensing model also includes workspace licenses at 50% of the user count for free. Your Cisco partner should be guiding you through this conversation.

If you plan to register this phone on CUCM, it will require an Enhanced license. However, if the same user has multiple devices, CUCM will report license usage as CUWL/Enhanced based on the number of devices. The comparison between CUCM licensing and Flex licensing is detailed below.

That license type is for analog devices, so no it’s not for this or any other device regardless of model.

Access licenses are intended for analog and basic phones, such as the 7821, and not for 9800 phone models. These licenses will provide Basic licenses in your smart account.
