Cisco IP communicator CIPC on Windows 10 not discovered via CDP

I have noticed that my Cisco switch does not see my IP communicator via CDP. I'm using CIPC version 8.6.4 and my switch is a  WS-C3850-24P running Cisco IOS XE Software, Version 16.09.06

As you can imagine this is going to be a problem for Cisco Emergency Responder if I cannot see the device via CDP.

I'm suspecting that Windows 10 (64 bit) is blocking CDP. Any thoughts?

First thing about CIPC is it will be EOL this September. 

There is 8.6.6 versions available try that. Also you can see some ES versions for  download.
