This happens consistently on any Dell Optiplex 7010 or 9010 PC running Windows 7 SP1 x64. We are using the latest version of IP Communicator (8.6.2.0) out on Cisco's website. We also tried updating to a non-dell driver and grabbed the latest driver from Realtek's website, but that didn't help either. We cannot run the application at all.
When I run the problem reporter, it gives me the following:
Name Realtek High Definition Audio
Manufacturer Realtek
Status OK
PNP Device ID HDAUDIO\FUNC_01&VEN_10EC&DEV_0269&SUBSYS_10280577&REV_1001\4&26BB6EE9&0&0001

I've received this error on my 64 bit Windows 7 lab machine if I don't have a headset/microphone plugged into the PC.

Hi,
Here is a similar thread..

"Thanks for your posts. This may be a little late but I have found that for Windows 7, 64-bit, you need to run IPC in compatibility mode. It works fine if you choose Vista SP2. Also, for any of the Cisco products that require Java, make sure you have the 32-bit version of Java installed on your 64-bit OS. The 64-bit Java API's do not behave properly."

Hi there:
To fix the issue try the following:
1-Right-click on the speaker icon in taskbar
2-Verify that the intended recording/playback devices for use with IP Communicator have THE SAME NAME ex: Realtek High-Definition Audio Device again, in both devices (PLAYBACK AND RECORDING), otherwise, you can change it under the "propieties" dialog.
It will allow you to click on "cancel" when IP Comm says the "default" device is not found and start the audio wizard and then your device will be listed there.
For instance, using this method allows you to use headsets, integrated speakers/mic on a laptop, or whatever you like.

After you make the changes, right mouse click on CIPC and choose Run As Administrator, click Cancel and then make then verify the changes,
In windows you may get the firewall popup.

Thanks....not having the headset plugged in fixed it. I am migrating from an XP to W7 PC and still had my headset plugged into the XP machine.

This is also true for Windows 10 and CIPC version 8.6.5. Thanks, clileikis !
