Is there anyway to add phone numbers to a personal directory that will display the label/name when that phone number is calling? I have used the speed dial functionality via the Self Care Portal to save numbers, however when those numbers call in, it still only displays the number. I do not see an option for a personal directory, only my company's directory. It would be nice to be able to add the boss' cell number and have it display the name/label.

My phone doesn't have a Personal Directory as an option under my directories, only Missed, Received, Placed, Corp. Is this something that my corp admins can turn off or something that has to be activated?

Yes.
Check what this guide indicates:
User Personal Directory Entries Setup
Users can configure personal directory entries on the Cisco IP Phone. To configure a personal directory, users must have access to the following:
• Self CarePortal: Make sure that users know how to accesstheirSelf CarePortal.
• Cisco IPPhone Address BookSynchronizer: Make sure to provide users with the installer.
I recommend talking to your corp admins.

What you're asking for is NOT natively provided by CUCM, you would need to buy a 3rd party directory which performs the number to name mapping and provide that information on the phone.
