Hello,
I registered my cisco ip phone 9971 to my CUCM 9.1.2. I can use the phone to make internal calls but i can't dial local and long distance. i checked my partition ok i even removed the 9971 and replaced it with a 7941 i didn't have any issue i found out 9971 is supporting only SIP. Any help with this ?

What do you see/hear on the phone when you dial??
If you hear, "your call cannot be completed as dialed..." that's CSS and partitions, so, check again.
Otherwise, debug the GW to find out if it's making it to it, and any disconnect cause you receive.

When i dial it sound busy it worked before now i can't make any call

Then look at some GW debugs to make sure its reaching it, and what happens to the call.

I had a similar issue. We discovered that the phone was causing our PRI to send the call as a digital call instead of a voice call and the provider was rejecting it. This can be confirmed with a 'debug isdn q931' on the router.
To resolve it, we went into the voice-port and put in the following command:
voice-port 0/0:23
bearer-cap 3100hz
This forced all calls to go out as voice and everything started working.
