Callmanager version that you are currently running if you can let us know that would be helpful to point you in the correct direction.
BTW for languages you need to isntall locales

For Arabic language you need to use custom locals. Its not predefined system local by Cisco. I wrote a blog on how to change language but didn't include Arabic lanugage. I am sharing the link incase it can help.

Hi Shaikh,
Here's the path to find the locale;
Unified Communications Manager/CallManager Locale Installer-8.6(2.1000-1)
or if you are @ CUCM 8.6(1)
Unified Communications Manager/CallManager Locale Installer-8.6(1.1000-1)
The install process is shown here;

Cheers!

Keep in mind that with Unity Connection you need to put exact compatible version of locale, where is CUCM the locale is compatible with multiple CUCM versions, for UCON they usualy work only one one specific version and each ES/SU/etc requires different locale files, and some versions may not have any locales available.
So, make sure you read the ReadMe files before you apply them.

Hi Shaikh,
There are different 8.6.2 locales depending on the exact version
of Unity Connection you are running;
Revised April 25, 2012
Note•All locales other than ENU are released for Connection 8.6(2) Engineering Special 12. Connection 8.6(2) ES 12 locales are supported only with Connection 8.6(2) ES 12.
•All locales other than ENU are released for Connection 8.6(2) SU 1 (ES 25). For more information on the supported engineering-special versions with these locales, please contact Cisco Technical Assistance Center (TAC).

If you are running Unity Connection 8.6(1) here are the related notes;
Revised March 06, 2012
