Cisco Jabber Showing Some Users Offline When They are Online

This has been an issue for awhile now. A user will be logged in and they show as offline. If I check on the CUPS server they show as offline to them self or to anyone I try. I can try people on there server or another server in the cluster and they appear offline. I have tried to move them to the other server in the cluster but it does not change the status. Does anyone know how to fix this issue?

It seems you may have issue with your IMDB on your IM and P server. Do you have HA enabled? what version of IM and P are you running

You can run this sql query on your IM and P server and lets see the output. 

run pe sql ttsoft select count(*) from typesysreplication
