Cisco SIP phone 7821 not register to Cisco ISR4321

Hi All

Please support and advice for my company's issue.

We have ordered 1 Cisco Router (ISR4321-V/K9 with SL-4320-UC-K9 and 32x CME-UL) and 29 SIP 7821.

But after I finished configuration, no IP phone 7821 could register to CME on ISR4321.

1. IOS of ISR4321 that I did tried

    + isr4300-universalk9.16.12.04.SPA.bin (CME 12.6)

    + isr4300-universalk9.16.09.06.SPA.bin (CME 12.3)

    + isr4300-universalk9.16.04.03.SPA.bin (CME 11.6)

2. Firmware of SIP 7821 version that I tried to download and added to command "load 7821 sip78xx."

    + sip78xx.12-1-1SR1-4

    + sip78xx.12-1-1SR1-4

    + sip78xx.12-0-1-11

3. Configuration of voice as attached.

4. Debug commands

    + debug tftp events
    + debug ccsip messages
    + debug voice register errors
    + debug voice register events
    + debug voice register session-server

but the logs always only stops at TFTP event log. Other debug logs didn't show

I don't know why 7821 didn't continue to register after they downloaded configuration files.

5. After TFTP connection logs were OK, the phones stop and the command shows that phones not registered

6. I did search and follow all topic on community as changed configuration, "no create profile" & "create profile", tried to reset phones each time changed IOS/firmware, tried to test by many version of IOSs and firmewares but all failed

Please support and advise if I can do anything for phones can register. Many thanks

1. What is the exact model of the phone?  Does the SKU have "3PCC" on it? 
2. Are the phones getting a valid IP address?

1. My 7821 info is "CP-7821-K9="

2. Yes, I could see the log IP Phone 7821 downloaded tftp files from the router. But after tftp logs, there were no any logs of voice processes

I Hope you done the complete  process of loading the firmware . Just adding load command is not sufficient.

authenticate register is not required, you can remove it. If removed u need to remove the user  name and password from the pool.

did the phones  took new firmware??

Yes, each time I changed the command "load 7821 sip..." after a while the phones would download and use the new firmware - I could see by logs of "debug tftp events " on ISR4321 and verified on PoE-SW by "show cdp nei detail".

But after finished tftp logs, there are no logs of "debug voice register ..." and "debug ccsip messages"

I'd like to attach my configuration. The configuration is not finished as we are stuck at register IP Phones. Later after all IP Phones registered OK, we will do more configuration related to voice-port & dial-peer.

Also, my BOM that we ordered is as below, please advise if we need more license (I think the BOM is enough for CME)

Just for updated

Today, I have tried to add "session-transport tcp" to "voice register pool <>" when ISR4321 is using IOS-XE 16.4.3. and suddenly the register are successful.

But if I tested by changing IOS to 16.9.6 or 16.12.4 and keep configuration, the phones didn't register (logs still stopped after TFTP logs). When I back to 16.4.3, the phones register successfully again.

So if you know please advise  why default "session-transport udp" didn't work with my equipment. And if you have any ideas why the same configuration but it only works with IOS-XE 16.4
