Cisco Unified Communications Manger Feature - Mark Call As Spam

Question regarding the 'Mark Call As Spam' feature on 8800 series phones in CUCM.

When this feature is enabled it does indeed to appear to reject calls when a recent call is marked with the 'Potential fraud' option in the 'Spam call list' setting on the device when there is no voicemail enabled on the line. If however a line does have voicemail, the incoming call still doesn't ring the line but it does route route to voicemail, in my case Cisco Unity Connection. Does anyone know if this is by design and if so, is there any way to also reject the call from routing to a users voicemail?

I don't have proof but I would think this is by design.  As it happens with many cell phone carriers, it just sends calls to voicemail as to not bother or annoy you.  If the call is important, a voicemail would be left and even transcribed if it is enabled.
