Hi,

Can I restrict the phone from dialing an outside number? For example. My organization uses a 4 digit numbering system for calling inside numbers. You have to dial a 9 then 1 and the area code and number to get to an outside line. Can I limit the phones to access inside extensions only?

the short answer is YES,
CUCM has many options to control the dial capabilities of a device/phone

you can prepare configuration so a device can dial

- only a single number

- only 4 digit numbers, 

- only local outside numbers

- international numbers

- etc

- or you can configure a phone so it can only answer incoming calls

you can prepare an hierarchical approach , and you can give access to additional features based on a PIN code, or on a logged in "user"

Suggest you read the whole chapter prior to making any changes, you need a good understanding of dial plan to avoid introducing issues.
