I have minimal information at this time and I realize that will be helpful in answering this question - but getting some feelers out there now while I found out some more information...
Working with a client who asked if they can implement a Cisco voicemail solution into their existing VoIP infrastructure. I do not know what they currently are using for their voice, but I know they do not have voicemail with this solution. Sounds odd - but this is the case. They have roughly 1000 phones. Is this possible? anyone ever done this?

We only offer CUC and CUE for VM, start by looking into those until you get further info.

For 1000 users your only option is Unity Connection. If the existing PBX supports SIP (and is compatible) then yes you could use CUC. Another option is PIMG/TIMG units.
