Click to Call in Office 2003

I'm running into problems getting Click to Call to work in Office 2003 applications. Click to Call seems to be functioning properly in Internet Explorer but not Word and Excel. Right-clicking on a number doesn't generate the "Call" or "Call with edit" option from either of these applications. I thought it might be a disabled DLL or the add-in not functioning. I've looked at those and still am not seeing the call options in Excel. Here are the versions worth mentioning:

XP SP3

Office 2003 SP3

CallManager 8.5(1)

IP Communicator 4.0

Click to Call 7.0
