We are looking to set up a cluster virtual IP for our Cisco Call Manager cluster. Currently, third-party SIP IP phones can only register with a single CUCM server IP(registrar) . This means that during an outage, these phones lose connectivity to the Call Manager and gets unregistered.
In contrast, Grandstream PBX allows the configuration of a single cluster IP address for two servers. This IP can be used as the registrar IP address in SIP phones, ensuring seamless failover between servers without impacting SIP phone registration.
Please let me know the process on how this can be setup in CUCM environment

We don't have a concept of cluster virtual IP for Cisco Call Manager. You need to specify the primary call processing server IP and the secondary call processing server IP on the third-party phone.
If your phones don’t support this, you need to consider using a load balancer that can provide a virtual IP and route traffic based on which server is up, between the phone and CUCM. Theoretically, this might work; however, it is not the recommended method for phone registration and fallback in a CUCM setup. And i've never tested this.

As @Nithin Eluvathingal wrote there isn’t a native way in CM to do this. You’d need to use a load balancer to have this setup. We use F5 for a few things facing our CM infrastructure, but not for device registration, so as with Nithin I don’t have any firsthand experience on how, or even if this would work.
