CME GUI not working correctly

I can logon to the ccme.html page but it looks like this:

No link works and I cannot log out.

Here is my config:

The support.html file is my custom page.  I need to get it working too but it can wait til CME is working.

Still no luck.  I have another router that is a 2811 and its doing the exact same thing.  I have tried IE7 Edge, Chrome, and Firefox.  

I have tried:

    ip http path flash:CME_GUI and ip http path flash:.CME_GUI  no help

The problem was that I needed the exact matching CME version which in my case was 8.6 files.  You cannot use version 8.5 on 8.6 or you will have the issues that I was having.  CME GUI is very version specific!
