CME transfer - not working

I have a customer that if you call extension 1 externally and it forwards ot extension 2 - they can not answer the call - it rings but on picking up the handset nothing however if you do a consultive transfer it does work . Ive asked them to retest it using an internal calls to see if it is the same- it seems to me at first thoughts codec issue?

Codec issues would generally end up with fast busy as soon as the call is answered. Checking it internally is a good test to begin with. If even that fails you may post the running config and debug ccsip messages for a failed transfer.
