CME v10 7861 Fast Track registered but cannot make calls

On a CME v10, have set up a 7861 IP phone in Fast Track mode, the phone registers and can receive calls, but cannot make calls.  debug ccsip messages shows the CME receives an INVITE from the phone but no other SIP messages are seen.  Can anyone assist why this may be the case and how to fix please?  Thanks.
