I have a customer that is on the fence about putting video to the desktop. If I get them to bite, will there be any issues with regular conference calling? They don't want to do any video conferencing at this time, but it seems to me trying to set up a conference call from a video phone failed if there were no video conferencing resources.

No, that should not be an issue, as CUCM will have to allocate a voice only conference then.
