Hi expert,
Is it possible to connect CUCM directly to SIP ITSP without CUBE? The ITSP provided the SIP outbound proxy address, SIP realm, SIP username and password.

If I recall correctly you can't configure an authenticated trunk directly on CUCM.

Yes, it is possible to create SIP Trunk directly between CMCM and ITSP but it is not recommended. Cisco strongly recommends deploying CUBE Router for SIP Trunk connectivity with ITSP. Please check these posts for more information:
