CP-8800-A-KEM won't power on, on CP-8851 device

I have POE switch and still my CP-8800-A-KEM won't power on with CP-8851 phone. Its only 1 KEM, am I missing something?  TAC hasn't proven much help.  Its a Dell POE IEEE 802.3af switch, 15.4 watts is more then enough power as my other IEEE 802.3af switch in lab works fine

Are you getting any messages on KEM, "detected but is disabled by the administrator". 

You need 802.3at PoE  to power up the 8851+KEM

Whats your switch model ? I face some issues when connected  to a SMB switch.

No error message. My switches are Cisco SG350-28P-K9 and Dell Networking X1026P 802.3af power

SG350-28P-K9  switch Connect on 60W port which marked on yellow. The module will power UP. 

You need 802.3at PoE  to power up the 8851+KEM
