can someone help on how to get cisco8851 registered with elastix as the web server is disabled

Do you have a DHCP server with option 150 configured?

Yes I have DHCP but no option for 150. Also I have TFTP server which I can point the phone to.

Go HERE and go to the bottom of the page.  There is a ZIP file for a 9971 phone.  Make necessary configuration changes and the same file can be used for the 88XX phone. 

Make sure DHCP Option 150 is enabled.
