HI ,
I need to configure CUBE with SIP as primary & BRI as backup. Both connections goes to same ITSP. How do I fail-over to BRI, when the SIP failure & recover back to SIP when the SIP comes up? CUBE also has SRST.

In the CUCM, I will create a RG with Top Down Configuration, and inside with two SIP Trunks, one to the CUBE on Top and another to GW BRI on the bottom.
In the CUBE I will put sip-options to sense when the ISTP goes down.

in Cube, assign higher preference to SIP PSTN dial peer than BRI dial peer.

In my opinion, CUCM changes are not necessary. As Mohit stated below, you want to have your dial-peers setup with preferences, and you can test that the failover works by shutting down the primary VOIP (SIP) dial-peer. Here's an example of what you would need:
dial-peer voice 1 voip
description ITSP-SIP-TRUNK-PRIMARY
preference 1
destination-pattern 1........
session protocol sipv2
session target xxxxxxxxxxxxxx
voice-class codec X
dtmf-relay rtp-nte
no vad
!
dial-peer voice 2 pots
description FAILOVER-BRI
preference 2
destination-pattern 1..........
port 0/0/0
forward-digits 10
