Sorry, there is no field in CUCM that provides for the Night Bell feature.
The closest you could come would be duplicate DNs in two partitions, and implement Time of Day call routing to simulate automatically CFwdAll on and off at specific times. This solution, however, will likely bring up a host of other call routing issues.
Another possible solution would be to have all calls for the user flow through Unity Connection with a Standard/Open behavior set to ring out to the DN and Closed behavior set to go to VM.

Create an AXL script to do that, and then schedule it at the time you want.
If you're asking for something built-in, there is no such option.

It can't. Once you implement partitions, you must at the same time implement CSSes as well. It is an easy thing to deploy a CSS to all devices (or all lines) via BAT if none are currently in use. The part that requires thought and planning is the design of what you want to do.
One thing to remember when you are building this out (if you do it the ToD way) is that while all devices have access to the "None" partition, for the purposes of tie-breaking in a CSS it is considered last.

Go over to DevNet for AXL references, you also need to know some other programming language like python to do this, along with a server where to place the script and program it to run.
Otherwise, you want to reach out to a Cisco partner or a 3rd party developer and pay them to do this for you.
