cucm 11.5 Dial tone abnormal

Hello everyone

1.My voice environment is CUCM11.5, and voice gateway is Cisco 2921.

2.The following compressed file is a problem phenomenon, is a small video

3.There's a dial tone problem.

You are getting secondary dial-tone after 4-th digit, this is expected after entering off-net access code, i.e. 9.  This means you have patterns (i.e. route patterns, translation patterns) enabled for "provide outside dial tone" which overlap with patterns/DNs that do not.  If you desire secondary dial tone after off-net access code you need to enable it only on patterns starting with the off-net code and disable it on all others i.e. XXXX, [2-9]XXXXXXX, etc.
