What is the difference between the different licenses?

Basic

Enhanced

Essential

Do different phone models require different licenses?  What about analog phones (vg224)?

Refer to the below document, it has a table describing/comparing the different types of UCL licenses on page 2:

Yes some base models need only essential (3905 for example) and basic (7811 for example) licenses. Analog VG224 will need the essential license per port as mentioned in the above document.
