We have an alert system extension that we want to be dial-able only from specific phones. Is there a way to restrict who can dial a specific extension?

When you say "access" what do you mean, specifically?
We had a route group pre-setup that forwarded to a null destination so I used that. But I'm curious if there was another way.

CSS and partitions are the basic building blocks for calling privileges, that's what you need to use, I suggest you read this

Following Jaime's and Nipun's comments
Create a Partition for Alert number (PT_Alert)
Since you want to allow this to only some specific users, you might need to create another CSS for the restrict users.
CSS_UserGroup1 (Which has access to Alert) - Add PT_Alert to this CSS
CSS_UserGroup2 (Which Do not have access to Alert) - Dont add PT_Alert to this CSS
make sure you include your PT_Alert to all other Generic CSS (Like Gateway etc) if you need incoming reach to that number
