Hello,
I need to create an extension inside my cucm where I can make tests like , receive calls or forward calls. Can I do this with out haveing a real hardphone register?

instead of hardphone You can use softphones. configure a CIPC assign the dummy extension and you can make test calls.

Is there any way I can just configure with no hard or softphone? is just to make some test.

You could use the dialed number analyzer, but that is only going to tell you if CM is going to route an outbound call. No way to do that for inbound that I am aware of or that your audio path is good.

When you say testing call, you need to answer it and make sure you can hear two side audio, so without a phone what type of testing you are going to do.
From gateway you can use CSIM START command to make test call without any soft or hard phone.

You can create a CSF (Jabber) or an CIPC (IP Communicator) or a TCT (iPhone profile) or BOT (Android profile) or TAB (iPad profile). None of those profiles will require a physical hard phone. But all will require the use of a license to register them against your call manager.

You can just create a Directory Number. You can forward it to voicemail or even forward it to another phone. You would be able to receive calls but you won't be able to make and outgoing call without a soft phone or hard phone associated to it.

In addition to the great advice supplied here, another thing people commonly do is configure a CTI route point. Again, it can receive and forward calls, but you can’t associate these to a physical phone.
Also on the point of csimstart, that’s a hidden command on the voice gateway you can use to test outgoing calls from your gateway. My understanding is that it only works on a gateway enabled with telnet access. Doesn’t work with SSH.
