CUCM 7.1.2 somehow lost default MOH beeps with wav file

Not sure if something has changed in 7.1.2, but we have loaded MOH files and they do play. However, when a phone is a Device Pool with no MRGL, no specified MOH servers, it will still play the wav file. We can not figure out how a phone will get the on hold wav file when they do not have access to MOH servers or even a specified wav file??

So all the MOH servers are in a MRG, but the phones have no MRGL???

Because if a resource is not in a MRG, it's in the default list which is accessible to all devices

What is the MOH at Common Device profile and Service parameters??

We stripped everything out and even narrowed down the device pool to one CUCM server. No Common device profile, no MRG, etc...

I opened a tac case just in case, but wanted to see if anyone else has seen this.
