Is there a change log or a way to track changes made in CallManager and by who? Also, for CER as well?

Yes. From Cisco Unified Communications Manager System Guide, Release 7.1(2) http://www.cisco.com/en/US/docs/voice_ip_comm/cucm/admin/7_1_2/ccmsys/a02mla.html#wp1025731
"Access Log
The log contains a file report of access/change attempts. That is, Cisco Unified Communications Manager Administration generates a record of attempts to access or modify any directory or database component through Cisco Unified Communications Manager Administration. The change record includes the user name, date, time, window from which the change was made, and the success or failure status of the update. "
The log files are saved at
tomcat/logs/security/log4j/securityNNNNN.log will show who logged in via the web interfaces and
tomcat/logs/rbs/log4j/rbsaccessNNNNN.log for configuration changes.
Thanks,

Thanks for the info. But, I am just drawing a blank...How do I access these files (CUCM 7.01)?

Hi,
To view these files, you can SSH to the CUCM 7.x and log in with the platform administrator user.
Use CLI file list and file view to list/view the files. For example
"admin:file list activelog tomcat/logs/rbs/log4j/*"
Thanks,
