If you need to change phones in bulk your option is to do it via BAT as you state if that setting is exposed or you can do updates utilizing the AXL SOAP API or SQL updates. Updating CSS is easy to do with BAT though.
Like I said not friendly for the bat I will try to look for SQL or API. thanks.
