CUCM Could not complete transfer to hunt group error

We have and have a hunt group setup that has been working just fine until recently it is set up to have a queue of 20 or so people and play a message if they are entered into the queue. When our operator attempts to transfer to the group and there is a queue and the message is playing it will not let the operator transfer while the message is playing but if it rings through just fine.hunt,hunt group,

After how many transfer you face this issue ? 

how many people are there in the queue when transfer doesn't work ?

I think it will be to the max transfer limit.
