what is the exact CUCM version u are using?
was this working earlier or any changes have happened?
What is the exact error message u get?
from CLI , can u run the command license management list users to check whether the user entered is correct or not [case sensitive]

try the command from CLI.
license management reset user password.
It would ask for The Username and New Password.

yes, I did use the command and add a user similar to the one i use for app interface
