CUCM Local admin users login stops working intermittently

One of my customers is having CUM 11.5 version which has synced with AD sources for end users. 

Local CUCM admin (userid) which used at the time of installation stops working intermittently( and at the same time AD users having admin privileges are able to log in to cucm admin page without any error. 

Error Message: Log on Failed - Invalid UserID or Password

Log on failed - Invalid User ID or Password

Troubleshooting steps were done : 

1. Cleared Browser Cache. ( IE, Chrome)

2. Checked Audit logs ( Invalid UserID or Password)

3. Restarted Tomcat.

N.B not done any password reset, since cucm is integrated with unity & ccx.

Post 1-2 hours we will be able to login with the same local userid and password.

By any chance are you using that same user in some other system that tries to connect to CUCM, that might have an outdated password?
