CUCM Longest Idle Timer - Consecutive Calls

I have a customer on 9.1 CUCM. They have a very basic hunt pilot->hunt list->line group.
There are 30 some phones in a single line group and they are configured for the default Distribution Algorithm, Longest Idle Timer. The lines have a busy trigger of 2. What they are experiencing is a user will receive a hunt pilot call and then a few seconds later receive another from the hunt pilot.
I understand the difference between busy, available, and idle member. But the Longest Idle timer specifically states it will only distribute a call to idle members. An idle member is an individual not on a hunt group call. Yet users are receiving two hunt group calls?
Can someone explain what’s happening here? I already confirmed that the second and first call are actually Hunt Pilot calls. The SRND, System Guide and Admin guide just reconfirm my logic here that a user should not receive the next call.

Are any other users receiving calls. You may have them logged out of the hint group using the HLog softkey. Also if the users have DND on I believe that they will not get the call either.

Busy trigger of 1 would skip over. I know because we have similar line groups with lines configured for busy trigger 1.
I turned on the Route tracing and pulled SDLs. Looking at the log. First call comes in, the Hunt List selects a phone. Line 05325060.002 and .003 choses the distribution algorithm and queries for idle or available. Then at Line 05325065.003 it checks the busy trigger which is 2 in this case. When the second call comes in it does the same, and queries the active call as 1 but it still delivers.
Shouldn't it only be querying for idle status? Thats what the distribution algorithm is defined as. If I were to select any other algorithm this is when "available" status would come into play.

Need to add that it then delivers it to the next member in the line group after the RNA expires but what is causing the customer pain is the enduser sees a Missed Call after getting off the phone. When we set the "log off of Hunt No Answer" this user would be logged out and would have to hit the Hlog softkey to log back in.
Simple terms, longest idle timer should prevent the same user from receiving consecutive calls. Yet we are seeing users receiving calls when they are not idle.
This would be expected behavior in top-down, circular, broadcast, but not Longest Idle Timer. What am I missing?

Hi there,
I'm just curious if this behavior changed with the "Call Queuing" feature
that rolled out in CUCM 9.0. I see this line reference in the related guide;
Queuing-enabled hunt pilot calls can only be received by line members one call at a time. Two queuing-enabled hunt pilot calls cannot be offered to a line member (no matter what the busy trigger is set to). This does not limit a line member to only receive calls directly to their DN or from non-queuing hunt pilots.
Just wondering if you changed the Hunt Pilot config to "Queuing" if it would make
any difference.
