With this limited traces it would be difficult to be 100% accurate on what is causing this issue. Will need more details about the call flow and addtional logs. Though from the above, it seems to be that CallManager is trying to allocate a transcoder and the same is failing due to capabilities mismatch. This is a codec mismatch issue where you need a transcoder to be inserted and the same fails as there is none available.

Transcoder is available, as well as MTP. I watched OutOfResources counter. It's equal to 0. Available resources counter is differ from 0 at all MTPs and Transcoder. Any other suggestions ?

Have you checked and confirmed the devices being used here can invoke the transcoder ? Is it configured on the MGR/MGRL and assigned to the Device Pool ?

Also, can you please share the call flow and details traces. Without knowing clear call flow, it is difficult to say what is causing the issue.

Yes, i've checked. It doesn't depend (IMO) of  any specific Device Pool or MRGL.I changed both of them. Trace stay the same. Moreover, there are few MTPs and transcoder, which aren't assigned to any MRG. Thay have to be available to all.

Call flow is :

Calling phone - CME - GK - CUCM - ICM (script strat)- IVR (greeting) - ICM (queue to skill group) - Called phone

Problem appear after called phone answer a call. If exclude step with ICM script everything works well.

From the trace we can see that the MTP device selected is =C2821-SIP-A12.  W can also see that the region between the end points and this device is set to use 64Kbps..The question is what is the codec configured for this MTP? Can you send a sh run of your gateway?

From trace we can see announced list of codecs, but it's not clear: C2821-SIP-A12 is a side A or side B. And what is the difference between MTP/XCoder Device Caps and Device Caps. I mean, which one belong to selected device and whom belong the other one. Also there is a two pairs of MTP/XCoder Device Caps and Device Caps...

C2821-SIP-A12 is not side A or B, it is the chosen MTP resource. Side A or Side B are the endpoints that will be using the MTP device

gateway/Ip Phone(side A)---MTP-----IP Phone/gateway(side B)

MTP/xcoder device caps are usually the codecs or capabilites the MTP device cab support. Device caps are the codecs the devices invoking MTP can support...

Which codec do you have configured on your MTP?

Thanks for explanations! g711u configured on MTP.

Ok..Can you send the full CUCM trace...including calling can called number

Sorry for delayed answer.

Full logs of call attached. Call from 072599 to 7899 and final destination is 4555.

Problem is solved. The cause was in interoperation between transcoder and ivr. When script on ivr plays nothing appear problem described higher.

Check for mtp resources on VG which Codec is configured.if your call which is not connecting to the conf call requires g729 then transoder is required.
