CUCM_Night mode restriction on external calling

One of my customer asked me to check feasibility of below requirement, can somebody share yours view on simplest solution.

1. Block all external calls from all extensions except operator console (Calls blocked for users from 11:00 PM to 8:00 AM including Sunday complete day).

2. User who have FAC, they can use FAC and can make external calls in off hours as well (above timing window).

I'm thinking about 'Time of Day call routing' but having doubt because customer wants to use of FAC in off hours.

Any idea/view will be highly appreciated.

TOD is still your thing mate to block none FAC users from making external calls. 

you will need to split these users up and assign separate CSS's for each. one with TOD and one without but with FAC.
