Cisco have a numbering plan for Netherlands. Alongside the readme you can also download the flat pattern file.

Together with the digit discard options, this should give a good idea even if you're going to create your own manual dial plan.
For what it's worth I always check a few sources for country numbering plans, including checking with the customer for any other patterns they're used to dialling. Cisco NPs are not always correct or up to date.
