CUCM Upgrade in HK, Restricted on UnRestricted?

Hi,

I'm upgrading an existing CM 4.2 environment to 8.6 the data center is in Hong Kong there are also sites in China, Japan,Malaysia, Australia and needing to determine if I  need to go the UNRESTRICTED opposed to the RESTRICTED install.

Looking at:

It appears that I can install the RESTRICTED version, is this correct? This is a civilian installation.
