I am using CUCM ver 9 and using network backup. From Last week i am getting error "TAR file not created" and it seems the full backup is not completed.
Please advice.

Make sure you have enough space, and try a manual backup to see at which point it fails.

At what point is it failing?
Are you using DNS or IP addresses in your backup device?

beyond what Jaime Valencia and Andrew West already said ... before a Manual Backup, remove all the old backups from the destination folder.

this is remote site so not possible to do manual back as well virtual environment do not support tape drive i guess. Moreover i did google and got to kknow drf service need to restart but not sure that it would be correct to do it in live environment

Hi himdobriyal1,
try to point the Manual Backup for you local computer ( In http://<CUCM-IP-Addr>/drf/Backup > Backup Device) ... just for a test.
In http://<CUCM-IP-Addr>/ccmservice > Tools > Control Center - Network Services > select the CUCM > restart the following services (it could be done in live environment):
Cisco DRF Master
Cisco DRF Local
