Destination pattern ?

quick question .

what is the difference b/w these two destination-patterns? I have a dial peer configured and I was told to change it from #1 to #2 

1. destination-pattern ^310928230[4-5].
2. destination-pattern ^31028230..

destination-pattern ^31028230.. - matches numbers from 3102823000 to 3102823099
