Device is unregistering reason=23 and registering every minute

I have a single user's device that is unregistering and registering every minute or so with a reason=23. is this network related?

Hi,

 

It seems, that the phone is getting different IP addresses constantly.

Have you checked the switchport configuration or the DHCP pool config, if there are any problems with the vlans, DHCP leases etc.?
