Dial by extension not working after setting up call forward

After setting up a call forward for a particular DN, calls that come through the auto attendant drop calls to all extensions but when you dial that phone's direct external number the calls get forwarded like normal. We are using Cisco Unified Communications Express 8.6 and CUCME 8.X. The command we used in CUCME was:

 

voice service voip

supplementary-service sip moved-temporarily

supplementary-service sip refer

 

After reverting the changes we determined that when we did not use the refer command it localized it to that single extension dropping calls rather than the all of them.
