Dial-peer for DN goes down without active phone.

It causes that call forwarding or SNR doesn't works for DN.

IOS Version 15.5(3)M4.
It works as expected with other versions of IOS (15.1(2)T4, 15.3(3)M3), Dial-peers for DN are always up, even if DN without any configured phone.

Looks like i have the same issue. Trying to route calls using ephone-dn and night service... CH1 DOWN

show dialplan (number) does not find a match
