Dear Pro:
I would like to create a dial-peer in CME to handle miss call from our IP Phone users, the miss call usually come with 8 digit local city number, currently we are using prefix 9 for outside call, the user wish to just hit the miss call number without adding the '9' prefix, can any one share your knowledge to deal with such situation.

You need to use translation patterns on inbound calls. Here is an example of a translation pattern that prefixes the 9 on inbound calls for the calling phone.
voice translation-rule 91
rule 1 /^614\(.*\)/ /9\1/
rule 2 /^\(..........\)/ /91\1/
rule 3 /^\(.*\)/ /9\1/
voice translation-profile cid_fix
translate calling 91
voice-port 1/0:23
translation-profile incoming cid_fix
This should give you an idea on what is needed to fix the missed call problem.

If the user wish to eliminate the prefix '9' entirely for outside line, is it possible?

yes u can use ignore set in translation rule to eliminate '9\'
