dial-peer session target

Is the session-target command only a function of the dial-peer's outbound context, or does it have an effect on the inbound context as well?

Session target is used for voip leg of the call .it is always in outbound direction however it can be either for inbound or outbound calls.

Yes it is always in outbound direction however it can be either for inbound or outbound calls.let's say a SIP gateway receives an incoming call from ITSP and then sends it to CUCM via session target.

Likewise if any outbound call from CUCM -SIP GW - SIP ITSP the outbound dial-peer to SIP ITSP will have session target address of ISTP GW.
