Can we have a single dial peer configured for inbound and outbound both? Kindly explain with examples.

Read the document Jonathan posted, for sure. But the short answer is:
dial-peer voice 1 voip
incoming called-number <used for inbound>
destination-pattern <used for outbound>
If you are using e164 pattern maps, the commands are somewhat different.

Consider below Scenarios
1) Scenarios -1VOIP to VOIP Calls Or POTS to POTS:- If you mean that same call should Hit the same dial-peer for both inbound and outbound then You have to make sure Incoming DP match commands and outgoing dial-peer match commands are present in the same dial-peer.
For Example
If A calling is coming from extension 2000 in CUCM going to SIP Provide 9055111222
dial-peer voice 1 VoIP
incoming called number 9055111222
destination-pattern 9055111222
OR
dial-peer voice 1 VoIP
answer address 2000
destination-pattern 9055111222
2) Scenario-2 If Phone is registered to CUCME
In this case, it is not possible to match the same dial-peer as SIP/SCCP Phone will have default pots dial-peer associated when the register.
3) If VoIP to Pots:- In this case also not possible as incoming dial-peer will match Voip dial-peer and outgoing dial-peer will match pots dial-peer
Also please let us know what you are tyring to achieve here maybe there is another way of doing same.
